Addressing climate change impacts - Coupling flash flood occurrences to traffic data trending idea

Flash floods warnings have become almost routine to the storm events and is often attributed to climate change. Why is this a priority and what are the benefits for the State/County/City?

By feeding the flash floods to the traffic information which the GPS receives would allow the driver to get opportunity to reroute and prevent a catastrophe. 

The insurance companies and drivers would save thousands of dollars as cost to repair, car replacement, salvage, insurance payout. This would also save lives, and make New Jersey climate change resilient.

Due to the inadequate alternate Pedestrian Paths placed (if at all) during construction detours there is a need for clearly marked, brightly colored and easily identifiable Ped Paths,
